<p>In dieser Folge besprechen Andreas Hermwille und Stefan Kühl, was Bürokratie im Kern ausmacht – und Stefan Kühl macht einen eigenen Definitionsvorschlag. Bürokratie, so Kühl, lässt sich auf ein einziges Merkmal zurückführen: Wenn-Dann-Regeln, also Konditionalprogramme. Wenn ein bestimmter Impuls eintrifft, muss auf eine festgelegte Weise gehandelt werden.</p><p><br /></p><p>Im Einzelnen geht es um:</p><p><br /></p><ul><li>Was Konditionalprogramme von Zweckprogrammen unterscheidet – und warum Juristen anders denken als Betriebswirte</li><li>Warum Bürokratisierung die Zunahme von Wenn-Dann-Regeln ist – und Digitalisierung deren konsequente Weiterführung</li><li>Was passiert, wenn sich Konditionalprogramme widersprechen – und wie Organisationen damit umgehen</li></ul>

<p>In dieser Folge besprechen Andreas Hermwille und Stefan Kühl, was nach Max Weber Bürokratie ausmacht. Zum einen geht es dabei um die Orientierung von Bürokratie als eine Herrschaftsform neben anderen: charismatischer Herrschaft, bei der man einer Person folgt, und traditionaler Herrschaft, bei der man Dinge so tut, wie man sie schon immer getan hat. Zum anderen geht es um eine Liste von Merkmalen, die Max Weber Bürokratie zuspricht: Präzision, Schnelligkeit, Aktenkundigkeit, Kontinuität, Einheitlichkeit und straffe Unterordnung. Was kann man mit dieser Liste anfangen? Welche Relevanz hat etwa „Aktenkundigkeit" – und warum gilt Bürokratie als langsam, wenn Schnelligkeit auf der Liste steht?</p><p></p>

<p>In der neuen Staffel von „Der ganz formale Wahnsinn" beschäftigen sich Andreas Hermwille und Professor Stefan Kühl mit Bürokratie. Was ist Bürokratie, wie entsteht sie, warum ist sie so dankbar als Gegenstand von Kritik und Beschimpfung?</p><p><br></p><p>In der ersten Folge beschreibt Stefan Kühl, welche drei Aspekte von Bürokratie er im Fokus hat:</p><ul><li> die Kritik an zu viel Staat</li><li>die Kritik an zu viel Regulierung</li><li>und die Kritik an schlechter Verwaltung (zu langsam, zu umständlich, zu wenig bürgerfreundlich).</li></ul>
