COBERTURA EDUCATIVA.
Articulando cobertura con la calidad educativa comprendemos que la calidad se alcanza cuando los procesos satisfacen las necesidades del individuo y la sociedad en general. Según García Hoz (1981), define la calidad educativa como "el modo de ser de la educación que reúnen las características de integridad, coherencia y eficacia, donde se debe de tomar en cuenta el nivel socioeconómico, medio familiar y los conocimientos previos de los individuos que conforman el sistema educativo" Con base a lo mencionado comprendemos que la calidad educativa debe de promover el progreso de los estudiantes en diferentes campos tanto intelectuales, sociales, emocionales y morales. Es por ello que podemos definir que la calidad educativa actualmente es deficiente, ya que no se ve una articulación de sus componentes como lo son la equidad, la diversidad, la eficiencia etc. debido a que no se está garantizando un logro en el aprendizajes de los niños.
