应对金融战的措施
美国的贸易战不仅仅是关税战、壁垒战，它还包含着金融战。金融战里面有汇率战、长臂管辖战等。2015年美国国会通过了一个“2015年法案”，法案里面确定了美国搞金融战的内容。一旦某个国家被美国财政部确定为操纵美元汇率，美国政府就可以启动汇率战，在金融方面就可以采取十大制裁措施。我们的应对和化解要采取四个方面的措施，第一，人民币国际化。不断地扩大和推动跨境贸易人民币清算结算，和贸易大国签订两国之间本币互换协议，不断推进离岸人民币结算，增强大宗物资进口以人民币计价的定价权，主导“一带一路”上的各种投资或者贸易。第二，瞄准重点，补齐金融短板。解决好工商企业负债率高和金融企业自身的高风险问题。第三，进一步改善资本市场，抓好资本市场一系列基础性供给侧的改革。第四，做好金融战攻防的应对。抓好CIPS备胎建设，坚持资本项下人民币不能自由兑换，推出带有主权信用意义的数字货币，进一步扩大金融的开放。
