[…] Our second one is vote dilution. Vote dilution is generally refers to an election practice or districting arrangement that reduces the ability of a racial minority group. to translate its votes into meaningful electoral power. It is different from simply preventing someone from casting a ballot. A voter may be permitted to vote, but the way districts or election systems are structured could diminish the effectiveness of that vote. And then the third one is racial turnout gap, which is really the difference in voter participation rates among racial groups. This is one of the questions that our guest author and his co-author have studied and what happened to that gap after the Supreme Court's 2013 Shelby County decision effectively ending the Voting Rights Act preclearance system.
