The nation became a diplomatic joke in Europe and man Americans believed the country was on the verge of collapse. Against this backdrop of economic turmoil, political division, and rising unrest—including the shock of Shays’ Rebellion—anxiety spread that the Revolution’s promise was slipping away. Quietly, a small group of leaders began to consider a radical solution, one that some would later call a second American Revolution.
