Kerfið er fyrir meðaltalsnemandann sem getur ákveðna hluti en þeir sem ráða ekki við það verkefni eiga á hættu að falla á milli kerfa. Börn sem eru á biðlistum eru með skilgreindan vanda en það vantar nákvæma skilgreiningu á hvers eðlis hann er. Þegar loksins kemur að lokagreiningu hefur barnið jafnvel beðið í fimm ár, fyrst eftir forgreiningu hjá sveitarfélagi og síðan hjá ríkinu.
