هيئة خليجية إقليمية ودولية تعمل في نطاق الدول الأعضاء أنشئت بقرار من القيادات الخليجيـة العليـا، في العـام 1975م، بنظـام أساسي اكتسـب صفـة الوثيقة الدوليـة حـين وقعـه أصحاب الجلالة والسمو قادة الدول الأعضاء المؤسسة للمكتـب وهي: دولة الإمارات العربية المتحدة، ومملكة البحرين، ودولة الكويت، والمملكة العربية السعودية، وسلطنة عمان، ودولـة قطـر، ثم انضمت الجمهورية اليمنية لعضوية المكتـب عـام 2002م. وللمكتب أهداف نص عليها نظامه الأساسي ترتبط بالتنسيق والتعاون والتكامل بين الدول الأعضاء وتمتد إلى تنفيذ برامج عمل ومشاريع ميدانية تخدم الأهداف التربوية المشتركة.
