<p>A successful business improvement district (BID) requires more than a strong vision; it needs the right mix of market conditions, political support and community trust. Land use attorney <a target="_blank" rel="noopener noreferrer nofollow" href="https://www.hklaw.com/en/professionals/f/freeman-kyrus-lamont"><strong>Kyrus Freeman</strong></a> and Soul of the City BID Founder <strong>Monica Ray</strong> discuss the formation of Washington, D.C.'s, 13th business improvement district, which serves the Congress Heights, Washington Highlands and Bellevue neighborhoods in Ward 8.
