Negara atau yang akrab di sapa pak Pupung. Beliau merupakan Dekan Fakultas Hukum Universitas Widyagama Malang. Juga sebagai Dewan Daerah Walhi Jatim. Sejak lama beliau aktif mengadvokasi berbagai kasus kerusakan ekologi dan mengkampanyekan kelestarian lingkungan bersama para pecinta alam.
