[…] The attack exposed challenges in law enforcement communication, coordination, and tactical decision-making that would influence police training for years to come. A major lesson to be learned was the use of specialized tactical teams. During the 84 shooting, officers surrounded the restaurant to contain the gunman while they waited for a sniper to gain access to take a clear shot. Now, while this tactic was standard protocol back at the time for police, it can be noted that it took 77 minutes to finally get a bead on that shooter and take him out. This attack prompted a discussion that in years to come would shift active shooter training from containing the killer to rapidly confronting that killer to stop the shooting as quickly as possible.
