[…] One of the things that always comes to mind for me is when we were even thinking about the homelessness piece of it too, which is really a huge component over the last six or so years. When somebody has a safe place to lay their head at night and they know where their next meal is coming from, there isn't anything they can't work on. If those two things are not in place, people kick into survival mode and they do whatever they have to do to survive. And that's what we're seeing a lot of on the streets right now because there is nowhere for them to go. That's why we're seeing more public use. That's why we're seeing folks being more isolated and more opportunity for overdose. […]
