Government borrowing reached around £25 billion in September, up over 7% from a year earlier. Debt interest payments surged nearly 17% to over £10 billion, the highest in September level since 1997. Finance Minister John Healy is expected to take a cautious approach to spending and taxation in his first budget next week.
