[…] It comes from the idea of if you buy fire insurance, you don't want to basically create an incentive for arson, for people to burn down their house and claim the insurance money. That's the immoral thing. And so you, you don't want to create a hazard of immoral activity. You don't want to reward that. Well, that would be called fraud. Right. Right. And so from a moral point of view, seems to apply for more hazard. And so it's against the intent. You're, you're encouraging, uh, behavior that basically subverts the objective of the insurance program or the entitlement program. And in the welfare world, we don't want to create an, just create benefits. that are discouraging people for working for themselves or encouraging people to change their activities so that they can just claim funds from the government.
