[…] So that's basically the other things that would be used for. All inmates are entitled to apply for this, as you can imagine, and circumstances differ. So they have to do a risk assessment and the risk assessment involved two things. It was a risk assessment on terms of the risk that these two prisoners posed in terms of risk to the public, the risk of flight. And then what they also had to take into consideration was who would accompany them. And so in a lot of occasions when someone is released on compassionate parole, they're released with a prison officer. who won't be in their uniform, they'll be in their ordinary clothes, but they will be handcuffed to the prisoner.
