Bakers complained that the flour they got was often gray and sticky and sometimes infested with insects. One mayor reportedly prohibited a suspicious batch from being used. A delivery driver complained about the quality of flour coming from one particular mill. By mid-August, dozens of bakers had raised concerns, and the flour had reached Ponce Esprit.
