[…] So there's the basic ideas of, you know, what are we incenting in individual behavior? So somebody who's in charge of setting rates for a health plan or provider organization or a hospital system, they're going to be judged based on how well they set those rates, right? Either high if they're the receiver of the rates or low if they're the payer of the rates. They're not necessarily going to be as focused on what's the impact of having higher or lower rates because that's somebody else's role within the system. So we end up in these situations where you can maximize a particular part of the system while resulting in a sub-optimization of the whole system. […]
