[…] So, of course, Hamas was learning at the same time. How did you identify any enemy adaptation before it became a recurring pattern across Gaza? Hamas is an organization that excels at learning. And the learning competition against it was hard and challenging. It is particularly good at identifying change, and more than anything, at adapting and institutionalizing what it learned. At the system level, it took us time to identify the change that developed after the first ceasefire, when Hamas shift to guerrilla warfare. The learning competition kept evolving all the time.
