[…] Like, what do you spend most of your time very patiently explaining to people who really have misunderstood it? Let's start with you, Anna. Gosh, that's an interesting question. Well, I think that there are a number of mistakes that are not uncommon. I think one is to think that the only way in which international humanitarian law is enforced is through international courts. And so if you focus on, say, the ICC or you somehow think the International Court of Justice is playing a role, you might think, well, you know, these rules clearly don't matter. And I think the introduction that you gave points to an important reality, which is that much of the enforcement of international humanitarian law actually happens domestically. […]
