<p>在川普上任的这短短的两个多月里，美国的外交立场发生了巨大的转变。川普主导的乌俄和平谈判，或者说调停，陷入了僵局。美国外交立场的转向，让乌俄战场的形势更加的混沌。欧洲的再度军备已经开始，北约的未来很不明朗。乌俄战争接下来会发生什么，欧洲当下是如何应对川普所带来的不确定性的，北约的未来又在哪里？我邀请到的现居法国的自由撰稿人茅如，和他讨论当下的欧洲局势，以及欧洲安全防务，还有北约的未来。</p>

<p>在4月3日川普发布关税新政时，俄罗斯被排除在关税清单之外。在川普上任的两个多月里，他对俄罗斯态度的殷勤，已经超出了想象。 有必要再来仔细梳理一下川普和俄罗斯之间的关系了。</p><p>美国进步行动基金会的报告列举了川普支持普京外交政策议程的12种方式： 1削弱和分裂跨大西洋联盟；2贬低欧盟并培育亲俄政治运动；3通过关税和经济制裁破坏美国的领导地位和对全球经济秩序的主导地位；4激发全球对美国的不满和不信任，煽动反美情绪；5缓解美国对俄制裁带来的经济和国内政治压力；6川普一再赞扬，以及为普京辩护，以美国总统职位的可信度提升普京的地位；7恢复俄罗斯的大国地位，并因其非法夺取克里米亚而获得国际认可；8继续在西方民主国家制造不和，避免因干涉美国和欧洲选举而受到影响；9川普正在改变共和党几代人以来对俄罗斯的鹰派观点；10从内部破坏美国稳定；11推进克里姆林宫的叙事以塑造全球看法；12并破坏国外的国际规范和民主价值观，川普一再未能对国外侵犯人权的行为作出回应，也未支持国外的民主。 报告链接：https://themoscowproject.org/reports/putins-payout-10-ways-trump-has-supported-putins-foreign-policy-agenda/index.html </p>
