[…] One thing I was thinking about with this was obviously journalist Justin Lum, he took the time to actually implement FOIA requests. I would imagine that's how he got those reports. Yes. Although it can be difficult and in some states impossible to get anything for an investigation for a case that has not been solved. I imagine that there may not have been much FOIA request in the early days, and that's why, or they're just dealing with very limited information that was released from the departments. And when you have three different departments working three different dates, I can understand why there might be some confusion and some discrepancies there. […]
