<p>公民社會不是一種組織模式，是一種人與人之間最原始的連接——大家有一個共同的目標，一起去守護它。足球在阿根廷之所以成為國教而不只是運動，是因為它是這個國家在所有正式制度崩潰之後，唯一還沒有崩潰的東西。</p><p>阿根廷有兩萬個街坊體育會。不是政府建的，不是企業資助的，是街坊自己出資、自己選領導、民主擁有；過去 130 年從未停止運作。布宜諾斯艾利斯 (Buenos Aires) 有 36 個可容納一萬人以上的球場，全球最多。九成阿根廷人對自己的球會有一種類似宗教的身份認同。</p><p>現任總統米萊 (Javier Milei) 正在嘗試把這些街坊體育會變成商業企業；他說他信仰海耶克 (Hayek) 的自發秩序，但他會不會正在摧毀阿根廷歷史上最真實的自發秩序。</p> <br/><br/>This is a public episode. <p>問：澳洲工會為何先反對AI，後來又改口呼籲建立本土AI？</p><p>答：澳洲工會理事會最初以AI威脅就業為由，向企業施壓要求三年不裁員、提供強制再培訓。然而秘書長麥克馬納斯後來發文改變立場，轉而要求政府建立本土人工智慧以抵制美國科技巨頭。這種轉向的本質是把「排外」包裝成主權論述，卻始終迴避了AI對就業衝擊的根本問題——誰擁有AI，並不等於誰的工人不受影響。</p><p>問：Daron Acemoglu的「工人友善AI」原意是甚麼，澳洲工會的引述有何問題？</p><p>答：Acemoglu在《權力與進步》中主張，AI帶來的生產力提升應由政府、業界和工人透過體制設計共同分享，而非由少數資本家獨佔。澳洲工會斷章取義地引用「擴展人類能力」這句話，卻略去了制度設計的核心問題——最終結論是，只要AI是「本土的」就算工人友善。這個邏輯混淆了AI的所有權與AI收益的分配，兩者根本是不同的問題。</p><p>問：為甚麼「本土AI策略」對開放市場而言是自相矛盾的？</p><p>答：資訊和資本都沒有國界。澳洲的AI新創企業最終要嘛被美國資金收購，要嘛赴美上市，「本土」屬性旋即消失。唯有像中國那樣通過主權圍牆強制隔絕外部競爭，才能孕育出本土AI生態。這對仰賴開放市場的澳洲而言，是一個根本無法接受的前提。澳洲真正的選擇不是「本土對抗外資」，而是在全球AI競賽中找到自身的比較優勢定位。</p><p>問：AI採用率偏低的根本原因是甚麼？Google的澳洲調查有何發現？</p><p>答：Google澳洲董事總經理的研究指出三大障礙：企業靜觀其變、把AI強行嫁接到舊有工作流程（而非讓流程去配合工具），以及領導層不帶頭示範。調查發現只有25%的受訪者表示老闆鼓勵使用AI，75%則否。這個數字說明AI生產力提升的最大阻力不在技術，而在企業文化的頂層是否願意先改變自己。</p><p>問：Canva的故事如何說明AI時代的競爭結構？</p><p>答：Canva當年靠平易近人的設計工具打破Adobe的壟斷，是SaaS時代的顛覆者。AI圖像生成工具崛起後，幾句指令便能產出媲美Canva的設計，令其估值急跌，上市計劃遙遙無期。這個案例說明科技競爭的窗口轉移極快——一個技術時代建立的護城河，在下一個浪潮中可以迅速被侵蝕，澳洲比新加坡晚三年制定AI國家框架，就是這種代價的縮影。</p><p>問：從工業化到AI時代，「轉行」在個人、企業和國家三個層面的難度差異是甚麼？</p><p>答：個人轉行相對靈活，一個工廠工人可以轉型為服務業、地產或金融業，香港工業北移後的一代人便是例子。企業轉型難度更高，需要重塑內部流程和文化，SAP案例正好說明技術採用如何被人的習慣所抵消。國家層面的轉型難度最大，因為涉及制度、政策、教育、產業政策的系統性協調，而政客的短期利益往往與長期轉型的代價相矛盾。工會呼籲建立本土AI，在某程度上正是這種「轉型困難」的防禦性反應。</p> <br/><br/>This is a public episode.
